Evidently Pittsburgh was hit by a flood in 1936. In the movie we see city streets wallowing in about 4 feet of water, although I suspect what we're seeing are scenes from after the flood waters had largely receded. The city and people look wet and miserable, as you might expect. Except for the guys in the last shot who are laughing at the guys working hard to clean up. There's always someone like this in the crowd isn't there?

A pretty important historical overview of the flood of Pittsburgh. Much of this footage however seems to be the cleanup of the flood, and not the actual worst parts of the flood. Still you can see the mighty high level of the river was still in, and the after effects the flood did.
